This is my chain idler.  It is made from a piece of shelving U channel (steel), two grooved skate wheels, and three bolts.  I use the upper idler to keep the chain off the chain stay when in my lowest two cogs of my cassette.  I have to use the lower idler because without it the chain rubs against the front fork.  Hope you find the pictures informative.
